Is Vanuatu Citizenship Worth It?
A plain look at what the DSP costs, what the passport still offers and has lost, the risks involved, and a short test to decide whether it fits your goals.

Vanuatu citizenship is worth it for a fairly narrow set of goals: a lawful second nationality that you keep alongside your own, for a lower minimum price than the Caribbean programs, with no requirement to live in Vanuatu. It is not worth it if you want visa-free travel to Europe or the United Kingdom, a lower tax bill without changing where you live, or a guaranteed date. The passport has lost much of its reach since 2022, and the price has not fallen to match. Whether the trade makes sense depends on what you need the second citizenship for.
This review puts the full cost on one side and, on the other, what the money buys today and what it no longer buys, then looks at the people for whom the program fits and those for whom it does not.
The Price Side of the Ledger
The Regulation sets a minimum program price for each family size. A government fee is fixed inside that price, and further items are charged on top.
| Item | Amount | Basis |
|---|---|---|
| Minimum program price, single applicant | US$130,000 | Regulation, clause 4 |
| Minimum program price, couple | US$150,000 | Clause 4 |
| Couple with one child / two children | US$165,000 / US$180,000 | Clause 4 |
| Each further child or eligible dependant | US$10,000 | Clause 7(1)(e)–(f); Fees and Charges page |
| FIU due diligence fee | US$5,000 per application | Clause 7(4), as amended in 2020 |
| Application fee | VT 5,000 per application | Fees and Charges page |
| Citizenship certificate | VT 10,000 per person | Clause 7(3) |
| Professional fees, translations, apostilles, police certificates, travel | Varies | Should be itemized in writing |
Two features of the payment rules affect the risk side of the calculation. First, one quarter of the government fee has to be paid before the Commission will look at the file, and that money stays with the government if the answer is no. Second, the published sources do not say whether the FIU fee is refundable, so plan on that amount being spent once the checks begin. The minimum price is a floor, not a fixed tariff, and anything charged above it should appear as a separate, explained item.
What the Passport Has Lost Since 2022
The most important change for anyone weighing value is in travel. In March 2022 the European Union partly suspended visa-free travel for Vanuatu passport holders, and on 4 February 2023 it suspended it completely. Regulation (EU) 2025/11 then made the visa requirement permanent from 3 February 2025. The EU's reasoning centered on the investor citizenship programs, and the Commission's 2024 delegated regulation quoted Vanuatu's own figures: 1,988 applications in 2022 and 2023, with 27 refusals. The United Kingdom added Vanuatu to its visa national list on 19 July 2023.
The Henley Passport Index shows the effect. Vanuatu ranked 36th with 135 destinations in 2022, 56th with 98 in 2023, and 60th with 85 destinations in October 2026, well behind the Eastern Caribbean investment passports. Other indexes count up to about 88. Hong Kong, Singapore and Russia remain open without a visa, but anyone who chooses Vanuatu today should assume that a Schengen or UK trip means a visa application, with the possibility of refusal.
Durable Value and Fragile Value
It helps to separate the benefits of Vanuatu citizenship that rest on Vanuatu law itself, which change only if the law changes, from those that depend on decisions taken by other countries.
| Rests on Vanuatu law | Depends on others |
|---|---|
| A nationality recognized by Vanuatu's Constitution, held alongside your own since dual citizenship was recognized in 2014 | Visa-free entry, which each destination grants or withdraws |
| No requirement to live in Vanuatu to keep it | Whether your current country lets you keep its nationality |
| Spouse, children and certain dependants in one application | How banks and border officials view investor passports |
| Children born after the grant are citizens (Regulation, clause 8(5)) | The future terms of the program, which the government can amend |
The program itself can change. In March 2025, after a Council of Ministers decision, a different investor route, the Capital Investment Immigration Plan, stopped taking new applications. Trade reports say it restarted in May 2025 on amended rules, but the Citizenship Office has published no notice confirming the present terms, and we verify its status at the assessment. The DSP was not affected, but the episode shows that terms are set by regulation and can move. Citizenship already granted is a separate matter: it can be revoked only on the grounds the Citizenship Act provides.
When the Program Does Not Make Sense
- Your priority is Europe or the UK. The passport needs a visa for both. If visa-free Schengen access is the goal, this program will not provide it.
- You expect to pay less tax without moving. Tax follows residence, not passports, as the note on income tax and Vanuatu citizenship explains. US citizens remain taxable in the United States wherever they live.
- Anyone in the file has a criminal conviction. Clause 6(9) bars approval, with no exception written in for old or minor offenses.
- Your own country does not allow dual nationality. India, for example, ends the citizenship of a person who voluntarily acquires another nationality, and China's nationality law has a similar rule for nationals settled abroad. Check your own law before paying anything.
- You need a guaranteed date. The DSP has no published processing time, and no adviser controls the Commission's calendar.
- Your funds cannot be documented. The due diligence checks follow the money, and unexplained wealth is the most common reason a file stalls.
When It Can Make Sense
- You want a second nationality as a family contingency, and your travel is mostly outside Europe and the UK.
- Your record is clean and your funds have a clear paper trail.
- Price matters. The five Eastern Caribbean programs agreed a common minimum of US$200,000 in 2024, while Vanuatu's minimum for one applicant is US$130,000. In exchange, those passports generally keep visa-free Schengen access, and Vanuatu's does not.
- You want children who are born later to be citizens without a further application.
- You value not having to relocate. The program asks for attendance in person for passport biometrics, and possibly for the oath, but no period of residence.
Risks to Price In Before You Commit
- Refusal cost. The 25% part-payment is lost if the application is refused, and the FIU fee is spent once the checks have run.
- Revocation. Citizenship can be withdrawn if it was obtained by deception, if the grant should never have been made under the Act or the Constitution, or if the holder later disregards the Act's limits. The Citizenship Office says close to 30 unlawful grants have already been withdrawn. An honest, complete file is the protection.
- Travel changes. Visa access can narrow further. Value that depends on one destination is exposed.
- Fraudulent intermediaries. Offers of a "passport for sale", payment in cryptocurrency, or fees sent anywhere other than the official DSP account with the National Bank of Vanuatu are warning signs. The government accepts only US dollars.
What the Process Asks of You
Money is not the only cost. A DSP application asks for a fair amount of your own time and attention, and it is worth counting that in. Each adult usually orders a police certificate, and some need certificates from more than one country. Civil records have to be apostilled or legalized and translated where needed. A notarized CV is prepared, and the source of the funds has to be documented from start to finish.
Payments go in US dollars, in stages, to the official DSP account. After approval, the oath before a Commissioner for Oaths falls within three months. The Citizenship Office has allowed it over video link since August 2020, under a notice never withdrawn, though the designated agent confirms what your file may use. Passport biometrics require attendance in person. We carry most of the organizing work, but the documents come from you, and how quickly they are ready shapes the whole timetable.
Is It an Investment?
No. The DSP is a payment for a grant of citizenship, not an asset. Nothing is returned and there is no yield. The useful question is not "what will I earn back" but "what problem does a second nationality solve for my family, and is this the cheapest lawful way to solve it?"
A Five-Question Test
- Which countries do you actually need to reach, and do they admit Vanuatu passport holders without a visa?
- Does your current nationality survive acquiring another?
- Is everyone in the file free of criminal convictions?
- Can you document where the money came from?
- Would the outcome still be worth the price if visa access narrowed further?
If the answers point toward Vanuatu, our free assessment confirms eligibility and sets out the full cost for your family in writing. If they point elsewhere, we will tell you that too, before you have spent anything.
FAQ
Weighing Vanuatu Citizenship: FAQs
It depends on the goal. If you need a lawful second nationality, kept alongside your own, with no requirement to live abroad and a minimum price of US$130,000 for one person, it can be. If you want visa-free Europe or the UK, lower taxes without relocating, or a guaranteed timeline, it is not. Weigh those points against your own plans before paying anything.
For some people, yes. Henley's October 2026 ranking gives it 60th place and 85 destinations, Hong Kong, Singapore and Russia among them, while Schengen states and the United Kingdom require a visa. Its value now lies mainly in the nationality itself and in travel outside Europe, rather than in broad visa-free access.
Anyone with a criminal conviction, since the Regulation bars approval. Also people whose own country removes their citizenship when they acquire another, applicants who cannot document the source of their funds, and those whose main aim is visa-free travel to Europe or the UK or a lower tax bill without moving. For them, the cost buys little of what they need.
Five questions cover most cases. Which countries do you really need to reach, and do they admit Vanuatu passport holders without a visa? Does your current nationality survive acquiring another? Is everyone in the file free of convictions? Can you document where the money came from? And would the purchase still make sense if visa access narrowed further?
It is not an investment in the financial sense. The DSP is a payment for a grant of citizenship: nothing is returned, there is no yield and the 25% part-payment is lost if the application is refused. Judge it by the problem a second nationality solves for your family, and by whether this is the most suitable lawful way to solve it.
