Vanuatu vs Caribbean Passports
Price, travel reach, family rules and risk for Vanuatu against the five Eastern Caribbean passports, starting with Dominica.

In the Vanuatu vs Caribbean passport choice, the deciding question is Europe. The five Eastern Caribbean investment passports (Dominica, St Lucia, Grenada, Antigua and Barbuda, and St Kitts and Nevis) keep visa-free short stays in the Schengen Area and score 143 to 157 destinations in Henley's October 2026 index; Vanuatu's scores 85 and has needed a Schengen visa since February 2023. Vanuatu is the cheaper entry: its Development Support Program (DSP) starts at a regulatory minimum of US$130,000 for one person, while the Caribbean programs have worked to a shared US$200,000 floor for donations since mid-2024.
Dominica is the closest comparison, because Dominica and Vanuatu lost visa-free entry to Britain on the same day. We start there, then widen the view to the other four programs.
Vanuatu vs Dominica, Point by Point
| Point | Vanuatu | Dominica |
|---|---|---|
| Henley index (Oct. 2026) | Rank 60, 85 destinations | Rank 30, 144 destinations |
| Schengen short stays | Visa required since 4 February 2023 | No visa required |
| United Kingdom | Visitor visa required since 19 July 2023 | Visitor visa required since 19 July 2023 |
| Lowest price for one applicant | US$130,000 program minimum under clause 4 of the DSP Regulation, plus a US$5,000 FIU fee | US$200,000 minimum donation under the 2024 regional agreement, plus the program's own fees |
| Who decides | Vanuatu's Citizenship Commission, after Financial Intelligence Unit checks | Dominica's government through its citizenship-by-investment unit |
| Keeping your current nationality | Dual citizenship recognized since 2014 | Dual citizenship permitted |
| Payment | US dollars only, paid to the program's account with the National Bank of Vanuatu; no cryptocurrency | Set by the program |
On Britain, then, the two passports are level: neither enters without a visa. The difference lies almost entirely in continental Europe, where a Dominican passport holder can take short trips with no visa and a Vanuatu passport holder must apply each time. For anyone who travels to Europe several times a year, that gap outweighs the price difference. For someone whose business is in Asia or the Pacific, it may not matter at all.
The Five Caribbean Passports Against Vanuatu
| Passport | Henley rank, October 2026 | Destinations scored |
|---|---|---|
| St Kitts and Nevis | 22 | 157 |
| Antigua and Barbuda | 24 | 154 |
| Grenada | 27 | 148 |
| Dominica | 30 | 144 |
| St Lucia | 31 | 143 |
| Vanuatu | 60 | 85 |
The spread among the Caribbean five is modest; the gulf between them and Vanuatu is not. Henley scores every Schengen member as a separate destination, so the EU's decision removed a large block of Vanuatu's points in one go. Since 4 February 2023 no Vanuatu national has been exempt; Regulation (EU) 2025/11 fixed the requirement for good as of 3 February 2025, and the Council of the EU pointed to Vanuatu's sale of citizenship to investors as the reason. Vanuatu scored 135 destinations in 2022, which would have put it within reach of the Caribbean group.
For British travel there is no single Caribbean answer. Dominica went onto the UK visa national list together with Vanuatu, so look up the present gov.uk rule for the exact passport on your shortlist.
What the Two Price Floors Actually Measure
The headline figures are built differently, so comparing them directly understates the gap.
Vanuatu. Clause 4 of the DSP Regulation sets the lowest selling price for each family size: US$130,000 for one person, US$150,000 for a couple, and US$165,000 or US$180,000 when one or two children are added. A prescribed government fee, fixed by clause 7(1), sits inside each figure, and any surcharge above that floor belongs to the agent or adviser. Outside the price come US$5,000 for the FIU checks, VT 5,000 per application and VT 10,000 per certificate. Of the prescribed government fee, 25% is due ahead of the Commission's review and stays with the government on refusal; the balance follows before the certificate unless you settle it all at once.
Eastern Caribbean. A memorandum signed in March 2024 by four of the five governments fixed US$200,000 as the lowest permissible donation, St Lucia joined in June, and the floor applied from mid-2024. Each program then adds its own due diligence and processing charges and prices dependants in its own way. Articles that quote Caribbean donations from US$100,000 predate the agreement. Current figures should come from each country's own CBI unit.
A single applicant therefore pays at least US$70,000 less to enter Vanuatu, before fees. With a larger family it can widen or narrow, so set the full Vanuatu citizenship cost for your household against the Caribbean totals rather than comparing headline numbers.
Matching the Passport to Your Travel
- Frequent trips to Paris, Milan or Frankfurt. A Caribbean passport, since Vanuatu's needs a Schengen visa for every stay.
- Regular UK visits. Neither Dominica nor Vanuatu helps; confirm the current UK position for any other Caribbean passport before choosing it for this reason.
- Hong Kong, Singapore, Malaysia, the Philippines and Fiji. Vanuatu covers them without a visa (Hong Kong for 90 days). Check the Caribbean passport's own list if you are weighing one.
- Russia. Vanuatu citizens may stay 90 days in a calendar year without a visa.
- The Caribbean itself. A Vanuatu passport already opens Antigua and Barbuda, Barbados, Dominica, Grenada, St Lucia and other islands without a visa, so you do not need a Caribbean nationality to holiday there.
- North America, Japan, Australia. All of them require a visa from Vanuatu citizens; compare the specific Caribbean passport's terms if these matter.
Family Rules Differ More Than Prices
On the Vanuatu side, the DSP admits a husband or wife, minors, full-time students aged 18 to 25 who live in the applicant's home or are financially supported by the applicant, and parents of either spouse aged over 50 who live with and rely on the applicant. Each further child or resident dependant beyond the listed family sizes adds US$10,000 to the prescribed government fee. Every Caribbean program writes its own definitions for grown children, parents and, in some programs, brothers and sisters, with separate pricing for each. A family with older children or elderly parents should compare the dependant definitions before anything else.
How Each Side Checks Applicants
In Vanuatu, the law allows only agents designated by the Citizenship Commission to lodge a DSP application. Background screening is the Financial Intelligence Unit's job, with help from an international due diligence provider; its findings pass to the Citizenship Office and the Screening Committee before the Commission decides. Under clause 6(9) of the Regulation, a criminal conviction of any kind prevents approval. Vanuatu publishes no official DSP processing time, which is why promises of citizenship in a fixed number of days have no basis.
The Caribbean programs likewise work through licensed agents, with checks run by each country's citizenship-by-investment unit. On both sides, the speed of a file depends far more on the quality of the source-of-funds evidence than on the jurisdiction.
Tax and Information Exchange
The Vanuatu Foreign Investment Promotion Agency highlights that there is no personal income tax on salaries (rental income from property in Vanuatu is taxed), yet that is relevant only once you are actually tax resident in the country. Neither a Vanuatu nor a Caribbean passport moves your tax residence by itself. Older comparisons also claimed Vanuatu offered banking secrecy. It does not: Vanuatu committed to the OECD's automatic exchange of financial account information in 2016 and has exchanged data since 2018, as do the Caribbean investment-program states. Choose neither for privacy from tax authorities, and take tax advice where you live.
Access Can Change After You Buy
Both regions show that a passport's reach is not fixed. European and British unease about investor citizenship cost Vanuatu its visa-free entry to both in 2023, and Dominica lost British visa-free entry the same day. Today's visa list is a snapshot, not a promise, and nobody selling either passport can guarantee it. That risk belongs in any honest view of whether the Vanuatu passport is worth it for your family.
Where We Come In
We handle Vanuatu applications only, so the free assessment opens by asking whether Vanuatu suits you at all. If your travel points firmly to Europe, we tell you so, and a Caribbean program's own licensed channels are the better place to go. If Vanuatu fits, we fully assist you in obtaining its citizenship: eligibility and full cost in writing, the family plan, translated and apostilled records, police certificates and evidence of where your funds originate; lodging via a government-designated agent, which is mandatory under Vanuatu law; the FIU checks and the Commission's decision, US-dollar payments through official channels, and the oath, the certificate and the passport applications.
FAQ
Vanuatu or the Caribbean: Your Questions
Dominica's. Its holders can make short Schengen trips without a visa, whereas a Vanuatu passport has required a Schengen visa from 4 February 2023. In Henley's October 2026 index Dominica scores 144 destinations against Vanuatu's 85. Vanuatu costs less to enter, but if Europe is a regular destination, the visa burden usually outweighs the saving.
Yes, both do. The United Kingdom added Dominica and Vanuatu to its visa national list on the same date, 19 July 2023, so either passport needs a British visitor visa before travel. If British travel matters, check the current gov.uk position for any other Caribbean passport you are considering instead of treating the region as one.
They are different kinds of floor. US$200,000 is the minimum donation the Eastern Caribbean programs agreed in 2024, before each program's own fees. US$130,000 is the lowest program price the Vanuatu DSP Regulation allows for one applicant, with the government fee inside it and a US$5,000 due diligence fee on top. Compare full totals for your family.
Largely, yes. Antigua and Barbuda and Barbados admit Vanuatu citizens for up to 180 days, Dominica for six months, Grenada and the Bahamas for 90 days, and St Lucia for six weeks. So a Caribbean nationality is not needed simply to travel in the region; it matters mainly for visa-free access to the Schengen Area.
Yes, on the British side. On 19 July 2023 the United Kingdom imposed visitor visas on Dominica at the same moment as on Vanuatu. The Caribbean passports have kept visa-free Schengen short stays, which Vanuatu lost in February 2023. Both cases show that access can be withdrawn after you acquire a passport, so treat today's visa list as a snapshot.
