Vanuatu Passport for Sale: The Legal Route

Citizenship can be obtained lawfully through the DSP; a passport on its own cannot. How the real purchase works and how to test a seller.

No one can lawfully sell you a Vanuatu passport on its own, and an offer to do so is either a scam or a route to a document that will later be canceled. What money can lawfully obtain is Vanuatu citizenship through the Development Support Program (DSP), at or above the minimum price fixed by regulation, which is US$130,000 for one person, and only after vetting by the Financial Intelligence Unit and approval by the Citizenship Commission. The passport comes afterward, as an ordinary document that any citizen may request.

The phrase "Vanuatu passport for sale" therefore points at two very different things: a regulated citizenship program with published rules, and a gray market of sellers who promise the booklet without the grant behind it. The first has an address, a fee schedule and a decision-maker you can check; the second usually has only a payment request.

Why the Passport Cannot Be Bought Apart From Citizenship

The Passports Act 2009 reserves the Vanuatu passport for citizens; nobody else qualifies for one. The government's passport policy spells out what that means in practice: the Passport Office checks entitlement on every single passport application, asks for an original birth certificate, and, for someone who became a citizen by grant, asks for the citizenship certificate and details of previous nationalities. An old Vanuatu passport is not accepted as proof that the holder is a citizen.

The same policy lets the office cancel a passport when the holder has lost or renounced citizenship, has been deprived of it, or received the book because officials wrongly believed he or she held citizenship. A passport with no valid grant behind it is not an asset; it is a document waiting to be withdrawn, often at the worst moment, such as a border check or a bank's identity review.

Three separate bodies are involved, and none of them sells passports:

  • the Citizenship Commission, a constitutional body, decides applications and issues citizenship certificates;
  • the Immigration and Passport Services of the Ministry of Internal Affairs issue the ordinary green passport to citizens;
  • the Ministry of Foreign Affairs deals with diplomatic passports under its own rules.

What a Lawful Purchase Actually Consists Of

When people speak of buying Vanuatu citizenship, the money in fact pays for the following items. None of them buys a guaranteed outcome; together they pay for an application that the Commission may approve, defer or refuse.

ItemAmountWhere it goes
Program price (clause 4)Not less than US$130,000 for one person; higher floors for couples and familiesSold through a designated agent; the prescribed government fee inside it (US$80,000 for one person) goes into the program's own account at the National Bank of Vanuatu
Due diligence feeUS$5,000 per applicationCovers the FIU checks on the applicant and everyone named on the application
Passport feeFrom VT 7,000 for an adult at the normal service levelPaid to the passport authority, once citizenship has been granted

Smaller lodging and certificate fees are added by the Citizenship Office. Two features of this list matter when you compare offers. First, the US$130,000 floor of the Vanuatu citizenship price is fixed by clause 4 of the DSP Regulation, which says the selling price must not be lower, so an "all-in" package below it is not the DSP. Second, the government's own money arrives in one account, in one currency. Under clause 6(4)(a), a payment counts as made when it reaches the DSP's account held at the National Bank of Vanuatu and the Commission has proof of the payment, and the Citizenship Office recognizes only the US dollar for its programs.

How Passport-for-Sale Offers Usually Look

Fraudulent and irregular offers tend to repeat the same handful of promises. Each one collides with a published rule.

"A passport in days, no checks"

Every DSP applicant goes through FIU due diligence, which since 2020 involves an international due diligence firm, and then the Citizenship Commission's decision. There is no legal path that skips either step, and a seller who claims to have one is describing a route the Commission may later treat as grounds for revocation.

"Your record does not matter"

Clause 6(9) of the Regulation is blunt: a person with a criminal conviction cannot be approved by the Commission. Anyone who brushes that aside is either not lodging a real application or intends to hide the conviction, which turns the purchase into a fraudulent grant.

"Diplomatic passports available"

Early in 2025, after press and social-media reports that Vanuatu diplomatic passports were being marketed abroad, the Citizenship Office and Commission published a clarification. Its point was simple: the Commission grants citizenship certificates, not passports, and the diplomatic kind is a matter for the Ministry of Foreign Affairs and its own legislation. A diplomatic passport is not something an investor acquires along with citizenship.

"Send the money to this account or wallet"

Requests to pay a private individual, a company in a third country or a crypto wallet "for the government" do not match the Regulation. Government amounts are paid in US dollars into the DSP account; how and when the agent's own fee is paid should be set out in a written agreement.

"We are the official site"

The Citizenship Office warns on its home page that fake websites copy its appearance, and that genuine government addresses end in .gov.vu. A flag, a crest or the word "official" proves nothing about who runs a site.

What Happens to Citizenship Bought Outside the Rules

Revocation is written into the system. Three things let the Commission take a grant back: fraud in obtaining it, a grant the Act or the Constitution did not allow, and later disregard of the Act's restrictions by the holder. The Office has reported that around 30 grants made unlawfully have already been revoked. Once citizenship goes, the passport can be canceled under the passport policy described above.

The financial side is just as unforgiving. Money paid to an unrecognized seller is usually unrecoverable, and even inside the lawful program the 25% advance on the government fee is not refunded if the Commission refuses the application. The Regulation does not provide for a refund of the due diligence fee once the checks have run.

Testing a Seller Before Any Money Moves

These checks take an afternoon and cost nothing. Run them on any agent or adviser, including us.

  1. Get the full legal name of the agent who will lodge the file and look for it on the Designated Agents list.
  2. Make sure the same name is absent from the Cancelled Agents page and from the list of persons not recognized as designated agents.
  3. Where any doubt remains, phone the Citizenship Office directly; its published number is (+678) 33365.
  4. Ask for a written, itemized quote that separates the government fee, the due diligence fee, the application and certificate fees, and the professional fee.
  5. Ask for the payment instructions in writing and check that government amounts are routed in US dollars to the DSP account.
  6. Ask which payments are lost if the Commission says no. A straight answer names the non-refundable 25% advance; an evasive one is a warning.

Where We Fit In

Vanuatu Golden Passport, an independent team of lawyers and advisers, does not sell passports, and we are not a government body or a designated agent. Our citizenship lawyers carry clients all the way through the lawful program. It starts with a free look at eligibility and cost and a plan for the family. Then come the papers: police records, apostilled civil documents, certified translations and a documented account of your funds. The file is lodged by a government-designated agent, because the law allows no other channel, and we stay with it through the FIU checks and the Commission's ruling, the US-dollar payments into official accounts, the oath, the certificate and finally the passport request.

If you have been offered a Vanuatu passport and want a second opinion, or you would rather start on the lawful route straight away, request the free assessment. Send us the offer and a short note on who would apply; we will tell you in writing what is genuine, what is not and what the lawful version would cost your family.
